to the Hong Kong
Lock Convention
3 Nov:
The United States Government have agreed not to raise any objection
to the proposed equivalent in Hong Kong cents,
but they insist on a lower weight.
The Convention will be in readiness for signature by about the 15th of November.
December the 1st is the date put forward by the United States Postmaster General for it to come into force; if preferred, however, he agrees to January 1, 1904.
Please let me know which date the Convention should take before I sign.
